Why do you need so much masks? When I studied Geography and I read about it, Ukraine's population was around 45-50 million.
On the other hand in Hungary people deal more with the crisis.

Your PM sounds like one who works harder than ours. Despite your country’s heavy dependence on exports, your economy has fared much better in this crisis. You can do without IMF overdoses/reform substitutes. As long as you can do that, your poverty level will never reach ours.
By contrast, due to corruption and poverty, Ukraine has been depopulating at a rapid pace, from 52.24 million in 1992 to less than 46 million in 2009.
In January-August 2009, 297,300 Ukrainians were born and 427,000 died. In July 1-August 1, Ukraine’s population declined by 6,900 people, to 46.02 million.
Masks are subject to wear-and-tear/shrinkage. To keep a country well supplied, you need a safety stock.
