Few Books, Lots of Booze for Rural Teens

Well, here’s the consolation prize: booze.
Some bright kids go for the books.
Others don’t. What a great supply of labor migrants for energy-rich Russia and englightened Europe.

Former Assistant U.S. Attorney: Tymoshenko Was 'Unindicted Co-Conspirator'
We jail your former PM L = prosecution. You jail your former PM T = persecution.
So being an “unindicted co-conspirator” kind of grants immunity from U.S. prosecution, right?
If you’re one of those lucky “unindicted co-conspirators,” you don’t get 9 years in U.S. jail like your not-so-lucky partner does. You don't even get indicted. Instead, you get full White House and State Department democracy support. Let’s call it “But She's Our Unindicted Co-Conspirator” program. Gaddafi bad, Karimov good.
Well, some U.S. judges beg to differ. To them, blood is definitely thicker than gas.
As the West worships Tymoshenko, her parliamentary bloc sides with the ruling Party of Regions again. This time they pass an election bill that kills two other opposition blocs' chances. Business as usual. The West loves that!

Miner Breaks Stalin-Era Record As 4 Die Per 1M Tons
In China, if miners die because of poor safety, their bosses die too.
In Ukraine — whose death rate comes second — the bosses prosper, the miners perish. And some miners even push the envelope!
No sooner had the bodies from the latest accident been recovered than Serhiy Shemuk produced a mind-boggling 170 tons of coal (2,023% of plan). That beats the Stalin-era Stakhanov record by 68 tons.
“I don’t need the money. Just give me the medal.” That’s how one boss summed up a worker’s attitude in an industry that saw 151 deaths in 2009 alone.
Seriously, shouldn’t we have medals for this? For 3,000% of plan? For slaving away in the deathtraps of Donbas and enjoying it? Got killed? Your family will pick it up for you posthumously.
The Yanukovych regime and the International Medals Fund should medalize everyone willing to help them prosper.
Fortunately, some miners beg to differ.

Yanukovych Explains Gas-for-Fleet
My voters like me, the West likes me, Russia likes me.
Who the hell do you think you are if you don’t like me?
Yanukovych: After five years of making an enemy of Russia, it was not easy to restore the Russian leadership’s trust toward Ukraine. But I have managed to do that and today I am ready to report to my voters. From now on, dialogue with our big neighbor will rest on the basis of equality, good neighborhood and healthy pragmatism, not confrontation and anti-Russian rhetoric.Speaking of movement, we now have a Yanukovych-only highway in Kyiv!
Was this achieved at too high a price? No. Because the agreements reached with Moscow are mutually beneficial. The documents signed in Kharkiv will secure a significant decrease in the price of gas, which means an increase in the social welfare of every Ukrainian, the beginning of our economy’s recovery from a deep crisis.
It also means a guaranteed strength...strengthening of energy security for the entire continent of Europe. The entire civilized world has approved of the results of my negotiations with President Medvedev. In Washington, Brussels, in all European capitals, they are considered a definite success for Ukraine.
It is only our opposition that re...remains unsatisfied. Why do they call you to new barricades? Why are they shaking up the stabilnist that was achieved for the first in the many years of endless wars between government leaders? Because once again they seek to dissolve Parliament in the name of so-called political expediency. Because they understand this: Stabilnist, a strong chain of command, order and normalization of relations with Russia is their political demise.
Once again, they are struggling for power at any price. They need war. The recent events in the Verkhovna Rada have shown that the political adventurists are ready to toss smoke grenades not only on the Parliament floor but also at the entire Ukraine. We need stabilnist and development, the ability to work normally, pass reforms and be friends with our neighbors.
And we will achieve this just as we have managed to resist, in kind, the opponents of changes for the better. Soon, you will be convinced that we are heading in the right direction. I bear personal responsibility for this. I promise you: Ukraine will be strong and prosperous. Movement toward this goal has begun.

Staby (A Quality of Government Report)
Hi guys! I want you to meet my little friend.
It’s a dead dog. Dead since last Friday (Apr. 9). I call her Staby (as in stabilnist). She can be found here.
Naturally, the municipal hotline didn’t help. The CDC didn’t even answer calls.
Hour after hour, day after day, the beach gets visits from unsuspecting kids and carefree adults. That’s where they run into Staby.
I’ve been picking up plastic bags and bottles on Kyiv beaches for about a year. I’ve even buried a few birds. (We don’t have a reliable service to take care of dead animals or roadkill. Most of the time, they just rot away on the streets or become car-pressed steaks on the highway.)
I gave up on Staby. She’s too heavy and too much of a health hazard. You can smell her from a distance of 50 meters if the wind blows your way.
Ironically, the bay goes by the name of Sobache Hyrlo (Dog's Throat). Here's what it looks like in the summer.
Back to Staby, I last saw her on Thursday evening, half-submerged. With the water rising, she may sail away tomorrow. Too bad she won’t reach Koncha-Zaspa.
Mr. Yanukovych, I know you hear everyone. Why don’t you pick up Staby and take her to the White House, along with the enriched uranium?
Or maybe we should keep her as a tourist attraction for Euro 2012?
Mr. Yanukovych, my offer remains open for you until further notice.
As of April 20, Staby appears to be gone. Gone in 950,400 seconds.

A Guide to Tymoshenko’s Pragmatic Theism and Electionphobia
As her party goes forum-shopping to overturn the snap election, a practice to which Yushchenko responds with court-crushing, she makes a few more noteworthy statements:
Reporter: A non-political question. Yulia Volodymyrivna, what superstitions do you have?
PM Tymoshenko: Huh, dear friends, frankly speaking, I neither have time for superstitions nor for faith in them. I’m a rather pragmatic person and I also believe that superstitions contradict normal faith in God, and so I don’t have any superstitions. One should just live with faith in God in one’s soul.
PM Tymoshenko: Dear friends, it’s not black, it’s blue. It’s not that bad [giggles]. I think that we should do some fighting for the operation of this parliament. Snap elections are a disaster for the country, and therefore financing from the emergency fund is illogical. From the emergency fund, we finance disaster relief, not disaster creation itself.
Where one stands depends on where one sits.
In 2007, while campaigning for snap elections in a bid to unseat Yanukovych, Tymoshenko made the following statements (h/t Ukrayinska Pravda):
Snap elections — there’s no tragedy in this. In America, they have elections every two years. Or take Israel — the world’s smartest state as they say — you gather 100,000 signatures and, adios, you get snap elections.
The only solution in the current situation is to fear not snap elections and to get a confirmation of the mandate of trust from the people. If we hold snap elections, the country will spend 300 million hryvnias. But leave the mafia in power and we’ll lose tens of billions of dollars.
Snap elections are the price we have to pay to save Ukraine for its new, democratic and European future. It’s a fairly modest price.
I want to say that snap elections are not a whim of the President. It’s just that the country can’t live with this level of politics. And whatever ruling the Constitutional Court makes, this state [of affairs] will be of no consequence to the rejection of Yanukovych policies by his henchmen.
She probably meant that no matter how the Constitutional Court ruled, Yanukovych henchmen would stick to their guns. Alas, in September 2008, she found it hard to stick to her promise not to do business with the Party of Regions.
That’s when Yushchenko rained her parade. He wants to do business with the PRU just as badly.
They all talk stabilnist: stabilnist this, stabilnist that. They all sing from the same status quo hymn sheet, as if saying: “L'État, c'est moi; après moi le déluge.”
In 2007, Tymoshenko tried to convince Ukrainians that “not all politicians are alike.” I trusted her. Will I trust her again?

Yushchenko Travels, Takes Pics, Talks Stabilnist
President Yushchenko: I’ve traveled with a camera, I’ve seen thousands of fantastic scenes, which I shot, and I would like to make some kind of album of the Ukraine that I’ve seen and of the world that I’ve seen.

Lately, our President has traveled a lot: Lybia, Egypt, Poland. He hasn’t not failed to “phone home.” Speaking in Warsaw on Tuesday, President Yushchenko rejected the idea of a two-round election, saying this about the upcoming mayoral election in Kyiv:
“The country needs stabilnist, quietude, not PR tricks and electioneering technologies.”
Let’s set the record straight on stabilnist. In Ukraine, stabilnist (стабільність) does not necessarily correspond to the English word stability (e.g. stability in the global financial market, stability in the Middle East, etc).
An analysis of Ukraine’s political context provides the following synonyms for stabilnist: servility, slavery, stupidity, sovok, spin, stagnation, special interests, submissiveness, societal sadomasochism. Regrettably, the S-word — so skillfully spun by the Yanukovych camp — has deeply penetrated Yushchenko’s vocabulary.
What does stabilnist mean in terms of Kyiv mayoral elections? Who stands to benefit from a single-round election?
The answer is Mayor Chernovetsky.
Faced with a dispersed collection of challengers, namely Klychko, Turchynov, Katerynchuk, et al, incumbent Mayor Chernovetsky has a high chance of winning a plurality. He did it in 2006, with 32 percent of the vote; he may do it again.
By supporting stabilnist instead of a two-round election, Yushchenko puts his stamp of approval on Chernovetsky’s stewardship of Kyiv and boosts his re-election chances.

Former Naftogaz Chief on Stabilnist, Shyrka, Patriotism

On the PRU's slipping approval ratings:
As of today, we’re not losing approval ratings. In any given society, if a party goes into the opposition, some people will stray. It’s normal practice. And we feel quite all right about this.
On Baloha’s plans to strike out on his own:
You know, nobody has spoken about this officially. In our turbulent political situation, rumors abound. I believe that the vast majority of them have no foundation. Well, perhaps some of our partners, our colleagues, are planning to launch a new political project. It’s the right of every person — to launch a new political project.
On Baloha-Akhmetov relations:
You know, big business has to cooperate with government. And the fact that it cooperates — if this benefits the country, benefits stabilnist — then it’s normal. If it benefits stabilnist, then it’s normal. And whatever political decisions out there are being made by Baloha, I believe that right now he’s realizing that the ruling coalition in its present format — it doesn’t work.
Is it normal? It’s normal because they live in the same country. They are all patriots because they’re not leaving the country. They work and live here.
On the speculation of having lobbied the idea of replacing Akhmetov with Firtash as the chief party financier:
I believe there’s no way a person can approach the party leader and make an offer like this, so it’s all rumors. I’ve already answered this question today for one of the reporters. The answer is short: It’s all rumors and hearsay. It didn’t happen.
Whew! Now we know who the real patriots are! They work and live this country. They can’t live without stabilnist. And nothing short of a shyrkanova works for them.
