100 Days of Yanucracy Address (Best Quotes)

On June 3, Ukraine marked 100 days of Yanucracy. So what do we have?

Raped Constitution? Check. Reinforced oligarchy? Check. Semi-muzzled opposition? Check. Kremlin-controlled Ukraine? Check.

The man who made so much happen in so little time deserves a pat on the back from his friends, doesn’t he? That’s why he threw that party in the Ukraine Palace.

A hundred peaceful protesters who dared to rain on his parade, in violation of a court order, became virtually invisible behind a cordon of riot police.

Yanukovych addressed the nation in a bout of extreme bullshitmania.

The incomplete state of market transformations that stopped halfway due to political wars and primitive populism triggered the development of a certain “wild capitalism” where entrepreneurship coexists with bureaucracy, and government resources, for a long time, were redistributed as in socialist times — on the basis of nepotism, favoritism and “political protectionism.”

Strong government is made strong by its opposition.

I want to assure all the skeptics and critics: The oligarchs, lobbyists and other influence groups will, so to speak, stand in the “common line.” I will not allow any side influence on government decisions. The “wild capitalism” times ended with the 2010 election.

Any idea what the “common line” means?

Does it mean Yanukovych will post that $7M gain on the sale of real estate? Does it mean he will renegotiate his $40/hectare Mezhyhirya monthly rent in an open bid?

Does it mean Herman will get rid of her new $58K diamond watch? (Twice her annual income, as far as her tax returns can tell.)





Does it mean Herman's son will quit his lucrative mother-knows-best job and his $15K outfit?

As the ambassadors of Lithuania and Britain invented cleanup diplomacy, Yanukovych and Azarov invented the guilt-tripped subbotnik.

Yanukovych: Let me be honest: I invented it — this day. That’s right. When I convened the governors for the first time, I asked, I said: “I’ve been to many towns during many campaigns. The amount of dirt I saw there — I’d never seen so much before. When do we get to clean up all this dirt? When do we get to put some order? When do we start to plant some trees?

Azarov: Where there’s garbage, we’ll tell Lenoid Mykhailovych [Kyiv Mayor’s name, patronymic] right way: Lenoid Mykhailovych, get out of the bus, get a shovel and clean that garbage with those who are supposed to do it. Our capital, our country’s capital doesn’t have to be full of garbage.

So let’s plant a few trees here, drop a few publicity bombs there and call it a day?

How about regular cleanups?

How about awareness?

How about a policy of sticks and carrots (smart subsidies, fines, eco-friendly packaging, reusable bags, etc)?

How about a recycling industry?

Opposition Vet Slams Today’s Underperformers

Stepan Khmara, 72, comes from the old school of opposition.

His opposition took him through seven years of political imprisonment in the ‘80s and three consecutive parliamentary terms in 1990-2002.

In remarks below, he reflects on the opposition’s handling of the gas-for-fleet ratification process.

Stepan Khmara: When I saw this picture of them standing...uh...by the flags, I knew pretty well that...uh...the meeting wouldn’t be...uh...disrupted. Because if you want to do it, we really did it — and quite a few times. And they had to unfold that flag, hold hands, pose before the cameras and so on. They weren’t thinking about the result. They needed the picture. That’s why it was an ugly scene for me to see.

I kind of agree with his assessment. The make-some-noise technique goes only so far.

Censorship Makes Comeback As Stalin Monument Opens

Reform #5: Comrade Obama $talin will take care of press freedom.

After decades of damnation, the Steel Man who had murdered millions of innocent people won himself a magic resurrection.







His resurrection sent two of his elderly fans to the hospital and one to the graveyard. “She died a decent death, in front of Stalin,” as one fan put it at the opening ceremony in Zaporizhia.

Meet Ivan Shekhovtsev, a WW II vet from Kharkiv dubbed the “lead investor” for his contribution. (IMHO, the term “lead investor” would raise a lot of questions from Stalin.)

One sign reads: “Arise, Stalin! Put some order!” It’s a deal! Let’s have some order. Let’s start with the commies in this oligarcommunist govt. Lead #1: Customs chief Ihor Kaletnyk. Let the NKVD ask him a few a questions, OK?

In the meantime, some Ukrainian reporters claim to have already experienced strokes of censorship. A report that criticized the government went down the drain, say the news people at Channel 1+1 in a public statement released Thursday.

After a closed-door beer summit with the reporters, Deputy Chief of Staff Hanna Herman said she found to signs of censorship.

And guess what? On Friday, eight STB reporters went public with censorship claims of their own.

The oligarchs run both channels.

Channel 1+1: owned by Ihor Kolomoisky, Ukraine’s third-richest man, of Israeli citizenship, who lives in Switzerland.

STB: owned by Viktor Pinchuk, Ukraine’s second-richest man, Kuchma’s son-in-law, a ‘Thinker’ according to Time magazine.

So how long before reporter killings become the norm again?

Yanukovych Explains Gas-for-Fleet

My voters like me, the West likes me, Russia likes me.

Who the hell do you think you are if you don’t like me?

Yanukovych: After five years of making an enemy of Russia, it was not easy to restore the Russian leadership’s trust toward Ukraine. But I have managed to do that and today I am ready to report to my voters. From now on, dialogue with our big neighbor will rest on the basis of equality, good neighborhood and healthy pragmatism, not confrontation and anti-Russian rhetoric.

Was this achieved at too high a price? No. Because the agreements reached with Moscow are mutually beneficial. The documents signed in Kharkiv will secure a significant decrease in the price of gas, which means an increase in the social welfare of every Ukrainian, the beginning of our economy’s recovery from a deep crisis.

It also means a guaranteed strength...strengthening of energy security for the entire continent of Europe. The entire civilized world has approved of the results of my negotiations with President Medvedev. In Washington, Brussels, in all European capitals, they are considered a definite success for Ukraine.

It is only our opposition that re...remains unsatisfied. Why do they call you to new barricades? Why are they shaking up the stabilnist that was achieved for the first in the many years of endless wars between government leaders? Because once again they seek to dissolve Parliament in the name of so-called political expediency. Because they understand this: Stabilnist, a strong chain of command, order and normalization of relations with Russia is their political demise.

Once again, they are struggling for power at any price. They need war. The recent events in the Verkhovna Rada have shown that the political adventurists are ready to toss smoke grenades not only on the Parliament floor but also at the entire Ukraine. We need stabilnist and development, the ability to work normally, pass reforms and be friends with our neighbors.

And we will achieve this just as we have managed to resist, in kind, the opponents of changes for the better. Soon, you will be convinced that we are heading in the right direction. I bear personal responsibility for this. I promise you: Ukraine will be strong and prosperous. Movement toward this goal has begun.

$100/30% Gas Discount Means Russia’s Fleet Stays Until 2042

Reform #3: America wins, Russia wins, oligarchy wins, Ukraine loses.

Ever since Tymoshenko signed that whorrible gas deal with Putin in 2009, Yanukovych couldn’t control himself.

In fact, he raced so fast to meet with Medvedev that his motorcade ambulance killed this man.




In Kharkiv, where the two presidents met, most Ukrainian reporters got booted from the joint press conference. The Russian ones stayed on and didn’t misbehave, which made it easy for both presidents.

Yanukovych finds it easy to give away what doesn’t belong to him.

Just nine days after he promised to rid Ukraine of a few bombs’ worth of enriched uranium — worth over $1B — the same story happens again.

No prior public discussions. No questions asked. No cost-benefit analyses. Except this one:

Medvedev: Our Ukrainian partners will receive a gas discount in the amount of...uh...$100 if the price of gas is higher than $330 per 1,000 cubic meters, and, if the price is lower, 30% off the contract price. [takes a deep breath] This discount, accordingly, is a real resource that will be at our Ukrainian partners’ disposal.

Yanukovych (ProFFessor of Economics): In the following 10 years, Ukraine…will receive a real investment resource that, our experts estimate, it...will be...provided by Russia to Ukraine in the form of this...uh...resource aid, specifically gas, worth…this sum totals approximately about $40B. The Black Sea Fleet will be one of the security guarantors...among the Black Sea basin countries. And we support President Medvedev’s initiative...uh...to review the issue of...to review the concept of European collective security.

Medvedev (waxes Putinesque): A real partnership step. Both on the part of Russia and on the part of Ukraine. It is the step we’ve been expecting for a long time. It is these actions that provide a test of true intentions of neighbors, friends, relatives...countries dear to us. [takes a deep breath] And Ukraine took that step today, as did the Russian Federation.

So here’s the deal: The oligarchs get the “resource aid” they need, and the slaves get the stabilnist they deserve.

Last, but definitely not least: The deal violates the Constitution of Ukraine.

Article 17 bars foreign military bases from operating on Ukrainian territory. There’s only one exception: “the existing military bases on the territory of Ukraine,” as stipulated in the transitional provisions.

Target ratification date: April 27. If the fleet-for-gas deal overwrites the 1997-2017 lease agreement, then Yanukovych should **** the Constitution and Parliament one more time.

Which probably means that the deal will be effective as long as Yanukovych remains omnipotent.

Meanwhile, the opposition has set out to impeach Yanukovych.

Tymoshenko calls for an emergency session to be held Saturday and welcomes everyone to an opposition rally.

Court Greenlights Unconstitutional Coalition

Reform #2: The Constitution of Ukraine shall be a concubine of President Yanukovych.



When the Macho in Chief tells you he’ll accept any ruling, you don’t want to upset him.

If you're the Prosti...uh, sorry, Constitutional Court, you can’t resist the temptation to reverse your previous “final” rulings (in case they might upset him). You listen to your inner voice, the voice of the boldest profession.



So from now on, rules of order shall be the supreme Law of the Land, subject to arbitrary amendment by President Yanukovych.

Congratulations, Mr. President! Your prayers have been answered! Long live the Coalition of Carcasses!

Govt OKs Stalin Monument, Flirts With USSR 2

As Washington cautiously OKs our new government, that government OKs things that make some in Washington feel all the more cautious.

In Zaporizhia, local communists plan to erect a monument to Stalin.



That’s the same Stalin who killed millions of Ukrainians (and Russians, for that matter).

Vice PM Volodymyr Semynozhenko doesn’t object. After all, he supports a union of Russia, Ukraine and Belarus.




That’s an old idea championed by the Kremlin and shared by millions of elderly and Russified Ukrainians in and outside of our government.

Those who oppose the idea (such as the Belarusian ambassador to Russia, who supports a customs union only) can go where the sun don’t shine. The Kremlin doesn't mince words.



What's in it for Ukraine? No more silly borders issues. No more borders. No more Ukraine.




Meanwhile, Strobe Talbott tells Ukraine that non-alignment (read: alignment with Russia) doesn’t work. WTF? Has the Russia-first desk run out of vodka? Have you guys been playing a sobering version of the domino theory?

Maybe you could use Obama’s “reset button” and Clinton’s “sweet harvest” to keep the dominoes from falling?

Or maybe Bill Clinton could replace Stephen Byers as Yalta European Strategy chairman of the board?

Viktor Pinchuk and Damien Hirst could turn it into some art form that resembles Ukraine’s rule of law, European integration and prosperity.



And, of course, the Prostitutional Court would then adopt it as a mascot, upon issuing a clean bill of health to the Coalition of Carcasses.

Yanukovych Struggles With Words, Events

The wages of being President Yanukovych come in all sorts of gaffes and glitches.

President Yanukovych: I do understand that today we’re falling behind on [Euro 2012] preparations, and today we should take extraordinal...[pauses for a spell check]...measures...[adds emphasis to blunt his awkward pause]...to kick-start...[nods]...this construction of these stadiums, roads and infrastructure.

Acts of sabotage followed President Yanukovych to an SBU gala event. No sooner had he started singing Ukraine’s anthem than the recording malfunctioned (“Ще не вме...”).

A few minutes later, he ended up awarding the wrong guy.



“Normalnaya vlast” (Rus. normal government), as one SBU officer put it, obviously means Valeriy Khoroshkovsky, the Ken-faced billionaire who now runs the SBU. Among other things, Khoroshkovsky owns 3.5 Disneylands worth of land, 32,171 sq m worth of real estate and millions worth of Ukraine’s #1 TV channel. (He got his first job at the SBU as a RosUkrEnergo-friendly deputy director appointed by Yushchenko.)

Tihipko Says West OK’d His Questionable Coalition

Vice PM Serhiy Tihipko: First off, you saw my position when...uh...they started talking about creating a majority in Parliament on a person-by-person basis. I expressed it very clearly, I expressed it very harshly. I was one of a few to hit the media circuit and...uh...more than that, I can say today that I organized resistance to this decision. I met with ambassadors. I met with Western politicians and so on. I met with Yanukovych twice on this issue. I met with his entourage, his inner circle, who could have influenced him, but...uh...all the time I heard one and, practically, the same — same from everyone — point: Today, you stand on the verge of a colossal crisis. We already...uhhh...how should I put it...uhhh...basically, are tired of Ukraine. We...you need, today, to achieve results. And as for you saying that these actions are uncon...un...unconstitutional, it’s up to the Constitutional Court to decide. I tapped the Constitutional Court. I can say that today I have plenty of...uh...these...uh...well, I can say, plenty of chances that the Constitutional Court will support this decision. I don’t want to decide for them — they will support it. And I had to deal with this question: What should I do? Should I go make Opposition Government 4 (or 3, or 4), spend two and a half years in the opposition or should I try to influence the situation, having the support of 13% of the people and really knowing what to do. I know what to do and I can organize this work just fine. Uh...I’ll have a shot at joining the opposition. But get the job done is what I'll try to do.

Yeah, why waste time in the opposition if the government offers a higher ROI?

Yanukovych Loyalist Defends Law of Jungle

Reform #1: The Sun (law) revolves around the Earth (Yanukovych).

In 2008, the Constitutional Court ruled that coalitions can only be formed by parliamentary factions, not by party-shopping MPs. In 2010, Yanukovych ruled the opposite way around.

His henchmen amended rules of order in breach of the Constitution and his oath of office.

MP Serhiy Holovaty (PRU), a former justice minister, ranks among veteran party-shoppers and is currently serving his sixth parliamentary term.

Elected to his first term in March 1990, he left the CPSU and won his second term as an independent in March 1994. He then party-shopped his way from Vpered Ukrayina in 1998 to BYuT in 2002 to NUNS in 2006 to the Party of Regions in 2007.

Without further ado, let him explain the legal situation.

MP Serhiy Holovaty: When starting to research the subject of the rule of law, I posed this question: Could one presume that the Constitution, too, has to be subject to the principles of the rule of law? And having conducted this research based on...uh...sources from Western doctrines of law, based on sources from Western enforcement of law and judicial practice and the European Court, including the Human Rights one, I cert...came to the conclusion, and made a case in my study, that the Constitution itself is no apotheosis. [makes gestures] It is subject to the principle of the rule of law.

And the rule of law answers to the rule of the jungle, right?

Tihipko: In my opinion, it will be a colossal mistake of both Yanukovych (if he signs such a bill into law) and of the majority, and of the Party of Regions (if they opt for this) because it’s a direct violation of the Constitution that clearly says that the majority is formed by factions, period. Uh...no honest person will support such a government. It means that...uh...again no real changes will be made possible.
